Random dip into the wrath fountain of knowledge

Currently there is a fence at the front of my friend's property. Part of the fence conceals a drop of about 5-6ft. The fence needs replacing but the convoluted system holding the fence in place on the inside is a ballache to reconstruct so he just wants to put a railing in front of the drop instead.

Any idea what regulations he needs to check in case Joe Public gets pissed, falls over the new railing and

?

Or can he just do what he wants?
