no that's just an extension
like those strip plug you get for electricity. It just means you can plug in 4 Ipods at the same time. It won't speed up the delivery of information to your ipod from you computer though.
to do that you need to buy a 'usb II card', which you then need to install by opening your computer case and plugging into the circuitry. It will probably replace the current USB card and you'll plug your Ipod into the new socket which will be in the same place and look identical to the old socket.
