Well, yeah, but having the 'best' figures doesn't really mean that much

It's not like there's an award or a competition or anything. Just convention.

I suppose where you see it more - and it's a bit more 'official' - is when each bowler's 'best ever' Test figures are put forward, from his own career history. That'll always be the innings in which he took the most wickets, whatever the runs against. But obviously he's only competing with himself there.
