Don't move the goalposts.
If a dog attacks a child clearly there's an issue to be dealt with. Usually a dickhead owner is responsible, sadly for the dog and victim.

I'm simply talkiy about uncontrolled domestic pets defecating on other people's property and attacking other animals, like most predatory animals do.
