in 98-9 the ratio was 90% (finished 9th)
in 99-0 the ratio was 85% (finished 12th)
in 00-01 the ratio was 85% (finished 15th)

If you keep overspending on wages and have no saleable assets the fans are asked for money via share issues to bail out the failings of the Board, Management & players.

And here's a solution - all staff get a wage that is a fixed percentage of the Turnover. So if the Turnover goes up (via Promotion) then the wages go up, but at no time does the club spend more than it can afford.
