Yes, and if you pay via

a credit card linked to tour payoal, its x2 protection.
In past PayPal have not wanted to help, so have gone to my credit card company instead, who did.

The seller may object to the PayPal fee they incur,just under 5% I think, but you can offer to given them that as cash when you collect
