What are the rules on catching crabs?

Normal fishing license?

I've often thought about taking a boat out and trying to catch crabs or lobster lobsters for myself.

Crabs around here are are usually a bargain, but lobsters at 16 POUNDS in that North Norfolk....no thanks.
