Its the individual students that are being penalised though. I've no doubt that
overall and on average the results for each school will come out broadly in line with previous years results/achievements.
But when the way they are doing it through (in many cases it seems very strange) adjustments to grade in one or two subjects for each pupil it seems to lead to some very unfair outcomes where pupils are getting grades 2 grades below their predicted grades (and often also below their mock results too) and are losing places on university courses as a result of it.
How does it work if they appeal and the results are adjusted up - are the universities who had made offers then still obliged to accept them? I would assume so.
