Yes but since var was introduced, decisions can be made retrospectively.

Michael Oliver had late notification that it was a goal, everyone in the stadium and everyone watching at home knew it was a goal. Disallowing the Lampard goal was human error (and a shocking one) but modern technology is supposed to eliminate and correct human error, it’s surely wrong to ignore that a goal has been scored when in full knowledge that it has been.
