The FA merely ratified the proposal put to them by the non-league(s) organisation.

"We will look to the league and club representatives on the relevant committees as they know their leagues better than anyone else and they will always make decisions that are in the best interest of their clubs and leagues as a whole."

If the PL say to the FA "We are doing X" then you can bet your house that is what the FA will agree to.
