Nice idea but two problems

1) will you find a bookie who will release their model for scrutiny *and* isn't conflicted? Or will you get 20 clubs to agree on who should be appointed to create such a model and what assumptions should be used. Which leads on to...

2) The more granular you get, the more assumptions that are in play and the greater the risk of challenge.

Shrug. No easy answer if they can't play it out and the clock is ticking on the latter.
