There is no problem free solution

Two separate but linked issues at play:
1) how do you settle the table
2) how do you decide promotion

Weighted PPG is probably the least problematic & fairest way of deciding the table (unless you can think of a better one?)

If they use that for L1 and below (plus its been used for Rugby below Premiership, and I think maybe ovetseas too?) you've got a strong case to use it in the other leagues. Certainly makes it harder to argue unfair prejudice to anyone.

Promotion is the trickier one but what are your alternatives if you cant play put the season? Just swap two teams? Just send two up and none down? Play out the 5 play off games with those placed in the play off spots by PPG?

There arent many fairer ways of doing it than taking the three 'best' teams up based on however you settle the table.
