I think the numbers do make a difference because our government and perhaps

various others in Europe probably would have got their act in gear quicker in the earlier stages of this had they realised the real rate of transmission and numbers needing ICU care.

That's not to say it excuses early inertia. They should have got going quicker anyway but i'm pretty sure that they underestimated this virus in the early stages of the pandemic due to information they were (or perhaps weren't) getting from China.
