They have depots all over the country. Each depot will have every single end user on it's data base hospitals, care homes, hospices, doctors surgery.

If the NHS hasn't got the transport infrastructure then call in the big parcel firms.

Yes it's not easy but it's not impossible and certainly shouldn't be taking so long.
