Simplest to just apply 'clear and obvious' to offside decisions

If you're having to painstakingly review multiple frames of footage over several minutes, its neither clear nor obvious.

Saves arguments over nargin of error, lines, frames, and avoids creating different interpretations of offside across the VAR and non VAR game.

If you give a 30cm margin of error, I guarantee that PL players will practise judging how to be 20-25cm offside for starting their runs etc. You're basically sanctioning breaking the rules.

We dont want milimeter perfect offside calls. We just want to minimise the frequency of obviously wrong ones.
