Because the technology may not be 100% accurate.

I've done this to death on twitter this morning so cba to do it all again.

But basically there are too many high speed variables for it to be utterly definitive when players are almost exactly level.

It is not about how much someone is offside but how certain we can be that the decision is unarguably correct.
