Plenty of free tickets being handed out. Besides the fact that locals had access to very cheap tickets anyway.. you cant simply make everything affordable to everyone in a country where people are on the breadline.

The fact that poor people protested against poor spending choices by the govt and were oppressed is nothing new in Brazil or 3/4 of the world.
In real terms the world cup was a reasonable investment in many ways
