I think the issue with relegation clauses...
is that they are usually (as I understand it) about 25-30% tops, but your income goes down by considerably more than that so you still need to shift players off the wage bill. And frequently the more expensive ones are the more experienced (i.e. career on the way down!) ones that nobody wants.
