Sounds like he wants to have his cake and eat it.

Introduce Premier League reserve sides in to the Football League (as they do in Europe) so that all the young players they pointlessly stockpile can actually play for the club in a meaningful competition.

Of course, rules could be introduced to limit the amount of players a club can accumulate and therefore create healthier competition - but that of course is of no real interest to a man who is only ever employed by the very richest clubs.
