well, there's a slight difference

between an unproven Man City starlet who'd been on their subs bench and was in and around the England national team youth set ups, and an unproven Norwich City youth graduate with a series of not particularly stellar stints at L1 and L2 clubs to his name.

Both were big gambles, one seems a significantly bigger gamble than the other.
