I suspect the IoM's judicial independence has something to do with it, along with the fact that the race is not under the FIM umbrella (like FIFA for bikes)

As for "why", it is all about one's attitude to life and risk.
There are plenty of very dangerous sports that are allowed (parachuting, boxing, rock climbing etc etc) so why should bike riders be denied to do what they want to?

And I haven't seen a statistical analysis of *how* dangerous it actually is per mile; just one class of race sees at least 14,000 miles ridden, and there are 9 classes (plus all the practice miles)
