i took your advice and rung them up
the woman said she didn't know but would contact the council and get back to me which she duly did. apparently it's to do with the norwich northern distributor route or "broadland northway" which has had some glitches with the roundabouts because the two lane carriageway ingress and egresses are to three lane roundabouts. the council have advised that if people apply the rules of the highway code then this particular road set-up, whilst unusual, should pose no problems to road users.
it all makes sense now
