Not according to the board of Norwich City:

"At 30 June 2017 Ms D A Smith and her husband and co-Director, E M S Wynn Jones owned 53.1% (2016: 53.1%)
of the issued capital of the Company, In accordance with FRS 102, the Board have concluded that ultimate control
of the Company vests in these related parties."

The situation was exactly the same in 2009.
