• The four group winners in each league qualify (16 teams) for the play-offs

So that means that the winners of all groups in UEFA Nations League Groups A, B, C and D will qualify for the playoffs. So that could potentially that mean Andorra, San Marino, Malta and Gibraltar will qualify for the playoffs on the strength of them beating other s**t teams, despite ending the qualification tournament with 0 points and a goal difference of minus 60, whilst a team like Switzerland finishes third in their qualifying group, and second in their UEFA Nations League A group but is NOT in the playoffs.

It means that automatically, FOUR of the following teams will be in the playoffs at the expense of far better teams: Andorra, Kazakhstan, Latvia, Georgia, San Marino, Moldova, Luxembourg, Belarus, Kosovo, Malta, Faroe Islands, Azerbaijan, Gibraltar, Liechtenstein, Armenia, Macedonia

• If winner(s) are already qualified through the European Qualifiers, the next best ranked team(s) within the league qualify for the play-offs

OK, so this is how Switzerland gets back in, not at the expense of the Group D winners, but because, for example, Belgium and Iceland have qualified by finishing 1st or 2nd in their qualification group.

• Play-off slots are dropped down to a lower league if less than four sides remain available for a play-off qualification

So let's say all the League A teams have qualified through the qualification groups anyway, except England. There are 4
playoff spots for League A. England gets one, so we are in the playoffs and get to watch us play against parked buses. Yay. The other three then drop down to League B which will now have SEVEN playoff spots. Etc.
