that's wrong. Should only be the top league. Incentive for getting to the final four should be chance of promotion to the next level. Sadly that is UEFA / FIFA all over, needing to keep the smaller nations happy to get their votes.

Oh, and the way it is worded, it is only the previous league competition which is considered in qualification, so that suggests that only every other league season is actually important. Could end up with the other season every four years essentially being like an u-23 or development competition.
