Well, 'mass shooters per gun' is a bit irrelevant really
What you really care about is just the number of mass shooters, surely.
Given that, I think the second chart is the key one - mass shooters (and guns) adjusted for the size of your population.
So the only country with a bigger problem is Yemen (despite actually having fewer guns). And France has a surprisingly high number of both, I thought. Guess they do quite a lot of hunting etc....
