That's their aim and they will be rewarded on that basis. There is no goal set to return to the Premier League, if it happens it will be pure luck. Essentially they are following orders set down by the Wynn-Jones'. The question I have to ask is will 25,000 Norwich fans accept that this is good enough, they part their hard-earned cash each season surely in the hope of returning to the highest league. Whilst they continue to do so, there is no threat to the ownership of the club.
