all the measures she talked about at a high level are policy statements and require legislation.

As PM all she needed to do was to reflect on the tradgedy, commend the emergency services, and re-assure that everything is beijng done. The moment she veered into 'enough is enough' and what should happen in the future, she was politicking.

Fair game IMO *except* she had told everyone else to stop campaigning. So a tad underhand.
