OK how I think it works...

is that Farke will always be involved in the final decision about a given player. Webber said (I think) taht no-one will be signed without his blessing.

However he and Webber will discuss the shape of the squad and the areas that need strengthening.

Webber and his team will then find suitable candidates to fill those roles, which will be discussed with Farke before targets are then pursued.
