Just as not having it does not necessarily preclude it. Has to be the right owners not just anyone with money as Tony Fernandes, Venkys & at present Wolves & Villa mega bucks have shown. Yes trying to compete without money will always make things more difficult but with good management can succeed.
I still stick with my statement anyone of 14 teams in the Premier League can have a bad season & be relegated.
