What would 'trying to get promoted' have looked like?

We couldn't have spent any more than we did. Just because something isn't achieved doesn't mean it hasn't been attempted.
Every year everybody tries to get promoted, and yet every year only three do. Does that mean all the rest actually didn't really didn't try at all?
