much easier and more sensible to empower the refs to send off transgressors

small change of culture = big dividend, just empower the refs. no need to introduce another layer of officialdom that will inevitably slow the game, frustrate the fans and reduce the spectacle. a few games in of non-tolerance at the highest level would be a massive gamechanger.

no need to overcomplicate a very simple problem.
