The way to so it is to....
go to the well established schools of football and learn how they teach technique and systems all the way up from youth - eg Barcelona and Ajax - and then apply that to the youth England sides. Spend lots of time effort and money with those teams and try to bring as many of them up through the ranks together.
That's what the Germans did after we wellied them. And what the Dutch have always done (with less success recently as their youth products are moving abroad and losing that far too early these days). The Spanish also did that more and more leading to their recent success. Clearly didn't keep it up though or are ignoring the latest youth graduates.
So let's learn from Europe!!! What? Oh.
