If it's a straight restructure with no promotion/relegation and the new division is on merit, not georgaphy, the bottom four Champ clubs will move down to League One, the bottom eight League One clubs would go to League Two and 12 League Two clubs (half the division) would find themselves in a new League Three.
I would have thought it would be better to create a regional League Two with 40 clubs divided in two north/south divisions.
Either way though, 24-team divisions is ridiculous.
