I think you are right with that but it does make the conclusion

that supporter behaviour was not a factor in the situation that developed outside the turnstiles or the incident at all a little strange when it appears that they have acknowledged every other factor that contributed.

On that though I think jurors are only human. They've sat in a court for 2 years listening to a catalogue of mistakes and errors by the police and other emergency services/organisations and decided that they were primarily culpable and once they had decided that and sat and listened to the families of the deceased for several weeks its probably unsurprising that they did not want to answer yes to that question. I guess you would say that the supporter behaviour that day was not abnormal for the time or for a big match whereas the conduct of the authorities fell well below the standard you would expect.
