No Norway I know one can't move on from something like that if you are one of those close to the victims, or had been there and witnessed it. Still even slightly haunted by the memory of hearing it unfold on the radio whilst sitting in chapelfield park. But I do understand that the constant inquest-reinquest cycle (which is perhaps a figment of my imagination) doesn't necessarily help the healing process over this many years. So yes that term has often been used in this and other subjects as an attempt to avoid facing facts but there are instances in which I do understand the intention.

Anyway. On another note I'm really surprised that the fans behaviour has been entirely removed as a part of the cause. It's good to see but I am surprised. I think if you're being analytical you might conclude that thousands of people who are in one place for a different reason in a different environment might have responded differently, and that this behaviour should be anticipated and included in any modelling of future measures to increase the safety. In fact I'd think it would be irresponsible to ignore. However, any football crowd anywhere would have been the same (often would have been a lot more trouble especially then) and the police should have understood this. They did nothing wrong and it's good to see that this is now officially stated, but I'm surprised to see it counted out as an influence. When I talk about behaviour I don't mean alcohol or anything. I just mean how we behave, move and respond to prompts as a football crowd.

Hope that came across correctly. I'm just surprised at it from an analytical point of view. Unless they modelled it and discovered no different outcome despite differing crowd behaviour models which would be interesting, yet also quite terrifying.
