My wife works at a school for kids with special needs & they're petrified at being forced
On your third point, there was a piece on if local news during the week - it was a really underperforming academy school and the salary the headmaster was on was staggeringly high & you couldn't help but wonder how that salary could have been better spent, actually helping to educate the kids themselves, rather than lining the pockets of the useless Head.
