It is like this

1. Clubs who have a good scouting network can identity players who are good value to sign. Managers often sign players from their former clubs or countries because that is what they know best.

2. Agents advise players to sign for whoever offers the best deal. They rarely give a toss who the manager is and managers tend to get sacked before long anyway.
