Here's a controversial view
There's always a need to get subs ready to come on in a game. It's normally a coach that does it - I'm guessing clubs don't feel the need to employ a subs secretary - and as he's a bit 'pens', he gets to do it.
Radical thinking I know - far more likely he just likes the camera, the irritating that
