What this episode is saying is that you really need to be buying (or not surrendering) a season ticket, or failing that a Priority Membership.

Yes, they could have opened it up to those with a booking history and let casual fans get a piece of the action.

Or, they could have done what they did, open it to ST and PM only, and flogged an extra 10k (for sake of argument) Priority Memberships in the process (?200k banked for negligble cost), and no doubt increased sale of Priority Memberships next year to those who have learned a valuable lesson from this episode.
