Trains every 15 minutes on the hour, quarter hour, half hour and 45

to Liv St, 47 minutes travel time.

Tubage to Marylebone, about 20 minutes, plus another ten minutes walking down, getting on the right platform etc

Bakerloo or overground from Marylebone to Wembley Stadium, 9 minutes or 14 on a slow one, trains every 15-20 minutes or so.

So allow 90 minutes travel in total, means as long as you leave Stanstead on the 1330 you will be fine. Landing at 1145 you're more likely to be on the 1230 or 1245 (assuming no hold luggage) so you've a good hour to spare.
