John Major's Tory Government introduced the PFI schemes

then Labour did more of them, and this govt have continued to sign more.

The true value of them won't really be known until about another 25 years or so because of the way they are structured and each contract will have to be judged on its own merits. The govt might well get a lot of bargains when the contracts come up for renewal as the PFI buildings will have already been built.
