It all starts when people learn to drive

In NL, learning how to respect cyclists on the road is fundamental to passing your test, and it's very common for examiners to fail learners because of very minor things that could be viewed as endangering cyclists. Of course this is linked to the fact that 90%+ of drivers are also regular cyclists, which is obviously not the case in the UK.
