Ultimately, if London really wants to take the plunge and follow the Dutch model of cycle infrastructure, they need to commit to building segregated cycle lanes (like the one the Mayor approved last year) right across the GLA. Of course, this would also mean accepting the negative impact on drivers, but that's unavoidable (and indeed desirable if you want to get more people cycle). All these expensive underground/overground cycle network plans sound lovely in principle, but the money would be far better spent on conventional segregated cycle IMO.
