It struck me at the time that it served two purposes

Firstly it allowed them to get Joe Royle in without undermining Adams or confusing his role.

Secondly, it allowed the board to distance themselves from any direct involvement in the relegation. Making out that the management team bore sole responsibility for all signings, style of play and subsequent relegation - rather than the board being culpable.
