when Neyul got the job the board wanted to give him support to help ensure loadsamoney wasn't wasted on poor players, and that he would have an experinced manager to offer advice (Joe Royle).

That didn't quite happen and so I would expect a new manager to have the scope to do whatever he thinks will work for him.
