Talking of U21s

Which option best suits NCFC:

a) Let young players go out on loan to lower league clubs, thereby stripping the U21s of quality and making it more likely that side will get relegated (and play against the reserves of Wolves & BHA in 15-16)?

b) Keep young players so that they compete at U21 level against the likes of Man C, Liverpool & Man Utd, increasing the chances of maintaining our top-flight status in that competition?
