available, unless we put the country even further into debt than it was three / four years ago!

If you give it flood defences, it has to be cut from somewhere else! Its all a case of priorities.

My problem is with giving hundreds of millions to countries like India for instance, who have a massive defence budget right now - it dwarfs ours!
