it transpires that the short dowel holes are for the short dowels and NOT the long dowels. fortunately, you can make the long dowels fit in the short dowel holes though if you persistently hit them with a hammer. tends to split the shelf though so, if possible use the short dowels in the short dowel holes. all this nonsense could have been averted by RTFM of course.
