I think its something like 1.7, so in a row of 10 fans, you could stand 17 with safety rails both infront and behind to eliminate crowd surges.

For European games, someone walks along and puts down the seats and they just sell tickets for 10 people in the row.

I think you get allocated a row, rather than a spot itself.
